MINUTES FROM APAS GENERAL MEETING

March 23, 2004

President Sherri Zander opened the meeting at 11:50 in the Ohio Room.

Minutes and Financial Report

Minutes from the last general meeting are on the website for viewing. In Mary Ellen Munroe’s absence, Sherri reported that the APAS has a fund balance of $37,221.80.

Announcements

  • ·A clean up of the section of roadway sponsored by APAS will take place this Saturday. If you can help please contact Jean Engle. [Editor’s Note: The cleanup was rescheduled for Saturday, April 24]
  • If you have not yet joined the list serve, you should do so as soon as possible. Call Bob Tupaj for assistance.
  • The DeBartolo parking lot will be closed after April 4th for the Ground Breaking on April 19. Negotiations were successfully completed to provide parking for APAS, ACE and Teacher’s Union members in other lots. There will be further talks between the University and the three unions if problems arise.

Within Grade Movement

Sally Kenney reported on the meetings held to organize the within grade movement committee. The committee will consist of three APAS members and three from the University. JoAnn Gallegher, Mary Ellen Munroe and Sally will represent APAS. The committee called Cleveland State University for information about movement for their professionals. Unfortunately, CSU’s professionals belong to the Service Employees International Union, and their incentive programs would not coincide with our goal to receive monetary compensation. Sally said that when the policies and procedures are put in place after the employees first five years, every APAS member’s position should be looked at every three years. The committee is looking at the ten-year-review criteria as a starting point.

Sick Bank Leave

George Heller reported on the Sick Leave Bank. He said that there is a July 1 deadline for the implementation of the Sick Leave Bank, and that the committee is on schedule.

Contract Reopening>

Sherri reported that she was approached by Hugh Chatman with the possibility of reopening the contract to allow for 24 pays instead of 26 pays as negotiated. She said that according to Mary Jo Repasky the 26-pay schedule causes problems for HR because the schedule does not coincide with the employment timeline of the University. Mary Ellen Munroe also sent word that the 26-pay schedule causes problems for her in obtaining union dues on a regular schedule. Sherri asked the members if there were objections to the reopening of the contract, and many members voiced the opinion that if the contract were to be reopened, APAS should ask for additional benefits in compensation for the reopening. Various suggestions included personal days, lowering the ‘magic number’ for enrollment incentive, the ability to purchase additional life insurance and payroll deductions per employees’ instructions. Sherri said that the membership would be contacted before any formal decision was made.
