24/26 Pay Cycle Information
Sherri told the membership that the main reason for
this meeting was to discuss the University’s proposal
to APAS for consideration to change the 26-pay cycle
currently negotiated to a 24-pay cycle. She introduced
Mary Jo Repasky from Human Resources who presented members
with a written copy of the information and then gave
a brief explanation about the circumstances surrounding
the proposal. Currently APAS members receive their annual
salary in 26 paychecks (every two weeks) of equal amounts.
The problem for HR is that this pay system mandates
that members are prepaid for time not worked in their
last paycheck of the year, a fault that was overlooked
when the current contract was negotiated. In order to
resolve this issue for next year, HR would like APAS
members to go to a 24-pay system where members’
salaries would be equally divided into 24 (bimonthly)
pays. Examples were provided on the handout. After Repasky
left, members discussed the ramifications of the vote:
1.) a “NO” vote would leave the current
system of 26 pays in place, and because of the fact
that the contract ends on June 30th (in the middle of
the week) and the second Friday of the month is July
9, the first pay in July would be for only the first
nine days of July (shorting the first pay by two days)
2.) a “YES” vote would reconfigure the pay
periods to the 15th and the 30th of the month beginning
with the July 15th paycheck. Discussion ensued, and
a vote was scheduled for Friday, May 15th by email or
in person at the Office of Equal Opportunity to be administered
by Leon Stennis.
Within Grade Movement
Sally Kenney gave an update on the activities of the
Within Grade Movement Committee. The Committee used
the 10-year review criteria as a basis for the WGM criteria.
According to the criteria Kenney outlined, those APAS
members seeking WGM must have achieved the 10-year award
in order to be eligible for WGM. APAS members having
achieved the WGM award will be eligible for additional
reviews every three years if they meet the criteria.
Among the items being considered for use as criteria
are professional development, service to the community,
performance evaluation, new employment duties and additional
supervisory duties. Kenney told the members that the
proposal must go through the negotiating process and
if approved would be retroactive to July 2003. Questions
were entertained from the group.
