MINUTES FROM APAS GENERAL MEETING

November 15 , 2004

President Sherri Martz opened the meeting at 11:19 in the Presidential Suites.

Minutes and Financial Report

Minutes from the last general meeting are on the website for viewing. Mary Ellen Munroe reported that APAS has a fund balance of $40,651.25.

Announcements

Thought And Action, the NEA publication, is accepting papers for their annual journal. Contact Sherri if you want a copy of the guidelines.

Sherri will be retiring in 47 days. Sally Kenney will advance to the Presidency; an interim vice-president is being sought. Please contact Sherri or Sally if you are interested or know someone who is. Sherri received a standing ovation for her hard work and involvement in union activities over the years.

Within Grade Movement

Sherri reported that talks are currently at a standstill and that the APAS team must meet soon to counter the University’s proposal. The negotiating team is attempting to develop language that is acceptable to both sides and will try to meet later this week

Grievance Chair Report

Jody Patrick reported that APAS filed its 23rd Grievance for failure to follow procedural policies. A hearing was held last week where the University admitted they were at fault. The outcome ruled in our favor. There will be a hearing at the end of the month in the Darryl Adams case.

Domestic Partner Benefits>

Sherri reported that APAS did not sign the MOU regarding Domestic Partner Benefits because the offer made in the MOU was discriminatory to some members of the union and was a foothold to having the entire membership pay 10% of their healthcare costs. A question and answer period was held after the presentations where members voiced not only their concerns about the agreement but also about its effects on future negotiations. APAS does intend to negotiate Partner Benefits for 2006.

Presentations

Dona Madasci gave a thorough presentation on the implementation schedule and process of the SCT Banner system the University is going to install. Timelines for the process show that implementation will take most of the next two years. There is information on the YSU website. A reception kicking off the implementation is planned for later this week

NEA representatives spoke on the numerous benefits of membership in the NEA. APAS members were encouraged to go online to www.neamb.com to view all of the benefits.

The meeting ended at 1:02
