Emergency Sick Leave
Bank (ESLB) Is Up And Running
The agreed upon Sick Leave Bank (Article
7.3) that was negotiated for our current contract
has been established and will be up and running for
this fiscal year. George Heller served as the APAS
representative on the committee that was appointed
to establish procedures for operation of the ESLB.
We thank George for the time and hard work that he
devoted on behalf of the members of our bargaining
unit.
You will receive an announcement from the Office of
Human Resources with more details and how to obtain
proper forms for contributing days and requesting
use of days. Copies of these forms are also included
in this newsletter. The enrollment period is to run
from July 1 through August 1, 2004, but since the
HR announcement will not be sent out until after July
1, the deadline of August 1 will be extended. Participation
in the ESLB is strictly on a voluntary basis. You
are not obligated to enroll; however, no member is
eligible to request use of days unless he/she has
enrolled.
A committee will be established to administer the
ESLB. This committee will be empowered to adopt rules
and regulations and to make decisions required for
administration of the ESLB. The committee will be
composed of three (3) members: The APAS president
or his/her designee, the Executive Director of Human
Resources or his/her designee, and a bank member selected
by the above two members. An annual chair person will
be selected by the committee. Decisions of the committee
will be final and binding.
When you get your announcement from the Office of
Human Resources, please read all information carefully
before deciding if you wish to participate. If you

APAS Dinner/Social
Plans Under Way
Plans are under way for our first-ever APAS dinner
and social to be held in August just prior to the new
academic year. The Executive Committee agreed that our
members have a need to meet socially in an informal
setting and the end of an academic year seemed like
an ideal time. It will be on a weekday evening so that
we can attend after our work hours. The committee also
agreed that APAS will pick up half of cost of the dinners
for all members.
Final plans will be made for the date, time, and location
within the next few weeks. A flyer will then be sent
to all members with details and reservation information.
Please consider joining us for an evening of fellowship
as we prepare to begin our new academic year.

Negotiations Begin
On Movement Within Salary Grade
Your negotiating team is once again seated at the
bargaining table. Per Article 4.6 of the current Agreement,
a committee was appointed to develop a framework for
within-grade salary adjustments. The joint committee
was composed of three members from the University and
three APAS members. The APAS members were Jo-Ann Gallagher,
Sally Kenney, amd Mary Ellen Munroe. The University
was represented by Steve Lucivjansky (Chair), Diane
Schacchetti, and Jan Schnall. Due to scheduling problems
on both sides, the committee began its meetings in December
and submitted a written report by June 1.
APAS committee members reported to our membership at
two meetings during the process. Members offered suggestions
which were brought back to the full committee and some
of these suggestions were included in the final report.
The report was submitted to the Administration in May,
and Sherri Zander informed them that we were ready to
begin negotiations on the within-grade salary movement.
Once the report was submitted, no response was given
to the committee as a whole, and the committee never
reconvened. It was assumed that the committee met its
charge. After several weeks, the University finally
responded to our request to bargain and the first session
took place this past Tuesday, June 29. At this point,
we regret to report that the Administraiton was not
in favor of the criteria that was included in the joint
committee report. Our team is highly frustrated because
we viewed the committee recommendation as a joint effort
by the University and APAS, since it was composed of
an equal number of members from each side. We are puzzled
that the Administration waited until we got to the table
to indicate displeasure with the report.
The committee recommendation is what the negotiating
team has submitted as its proposal, with one exception.
The team eliminated the criteria that required a member
to achieve the 10-year appraisal increase before being
eligible for these within-grade increases. The next
negotiating session has been scheduled for August 4,
when we expect the University to come back with a counter
proposal.
Be sure to keep watching your e-mail so that we can
report our progress to you. If needed, we will schedule
a membership meeting to get input from all members.
